Description of Content

This draft Commission Delegated Regulation applies to electronic displays (in particular televisions, monitors and signage displays) to be placed on the EU market and repeals Regulation (EU) No 1062/2010 with regard to energy labelling of televisions.

It requires suppliers, before products can be placed on the EU market, to upload the label data, the product information sheet and the technical documentation into a product registration database.

The draft Commission Delegated Regulation is based on the findings of a review study and of a long discussion process with stakeholders. A study on the understanding the label by users was conducted in 2017 as well.

Objectives & Rationale
<p style="margin:2px !important;"><span style="font-face: Verdana;">The aim of the draft Regulation is to provide customers with transparent and objective information on the energy efficiency of electronic displays, and on additional information to compare displays for an informed purchase choice. This will contribute to a market pull towards more environmentally friendly products, with increased energy efficiency, thus contributing to the clean energy transition and mitigation of climate change. </span></p> <p style="margin:2px !important;"><span style="font-face: Verdana;">Moreover, Regulation (EU) 2017/1369 requires for televisions, which currently have an energy label showing classes from A+++ to D, the introduction of a new, rescaled label showing classes from A to G. Moreover, the draft proposal extends the scope to other displays capable of reproducing video content, such as monitors and signage displays, to address the functional convergence between different display types. The scope extension aims to eliminate a regulatory loophole, resulting in legal uncertainty for economic operators.</span></p>
