Description of Content

NEA introduced the Mandatory Energy Labelling Scheme (MELS) and Minimum Energy Performance Standards (MEPS) in 2008 and 2011 respectively to help individuals purchase more energy efficient appliances.

The existing Energy Conservation (Prescribed Regulated Goods) Order 2017 and the Energy Conservation (Regulated Goods and Registered Suppliers) Regulations 2017 will be amended to:

  • Raise MEPS for non-directional incandescent lamps listed under Section 4(i)
  • Introduce MELS for lamp types listed under Sections 4(ii) to 4(v), and
  • Introduce MEPS for fluorescent lamp ballasts listed under Section 4(vi)

 

 

The revised MEPS for non-directional incandescent lamps listed under Section 4(i) from 1 August 2019 will be as follows:

From 1 August 2019, all regulated lamps listed under Sections 4(ii) to 4(v), to be supplied or for sale in Singapore must:

  • Be registered;
  • Be labelled with an Energy Label, and
  • Meet lamp survival and lumen maintenance requirements as follows –

From 1 August 2019, fluorescent lamp ballasts listed under Section 4(vi), to be supplied or for sale in Singapore must:

  • Be registered; and

Meet Energy Efficiency Index (EEI) class B1 (Magnetic ballasts with very low losses)

Objectives & Rationale
<p style="margin:2px !important;"><strong>Objective: </strong>For the purpose of promoting energy conservation.</p> <p style="margin:2px !important;"><strong>Rationale: </strong>Lamps are commonly found in homes and buildings. Based on the 2017 household energy consumption study conducted by NEA, lighting was among the top 5 energy-consuming appliances and devices in homes, accounting for about 6% of household electricity consumption. The revised MEPS for incandescent lamps and introduction of MEPS for ballasts will reduce energy consumption of households. Consumers will also reap life cycle cost savings when they switch to more energy efficient LED substitutes for CFLni and linear fluorescent lamps.</p>
